Government of India has taken several steps through a whole of Government and whole of society approach to mitigate the health and non-health related impacts of the COVID-19 pandemic on the community. These include the vulnerable population groups like the socio-economic deprived groups and those engaged in manual scavenging and other sanitation workers.

Union Ministry of Health & Family Welfare provides requisite technical, logistical and financial support to all States/UTs to manage various facets of COVID-19 pandemic management. The Ministry provides technical guidance for managing various aspects of COVID-19 including surveillance, containment, testing, travel advisories, clinical management protocols, home isolation for mild/asymptomatic cases etc.

Manual scavenger families, among other vulnerable groups are included in the eligible list of beneficiaries under PM-JAY providing cashless patient treatment of up to Rs. 5 Lakh per family per year for secondary and tertiary healthcare hospitalizations. Under Pradhan Mantri Garib Kalyan package, women account holders of PM-Jan-Dhan Yojana were given an ex-gratia of Rs. 500 per month for three months.

As per Ministry of Women and Child Development, women who are victims of such violence are covered under Ujjawala Scheme of Ministry of Women and Child Development. The scheme provides rehabilitation services through basic amenities/needs such as shelter, food, clothing, medical treatment including counselling, legal aid, vocational training and facilitates reintegration of the victims into the family and society at large.

The Union Minister of State for Health and Family Welfare, Dr. Bharti Pravin Pawar stated this in a written reply in the Lok Sabha today.
