SKILL TRAINING UNDER PM-DAKSH SCHEME
under Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Scheme total 1,87,305 individuals have received skill training.
Out of 1,87,305 beneficiaries, a total of 73,102 beneficiaries (39%) have received employment or self employment till date.
The Guidelines of PM DAKSH Scheme prescribes the following monitoring mechanism: –
(i) The three Corporations, National Scheduled Castes Finance & Development Corporation (NSFDC), National Backward Classes Finance & Development Corporation (NBCFDC) and National Safai Karamcharis Finance & Development Corporation (NSKFDC) directly monitor all the training programmes. This includes participation either directly or through their representatives in the Selection Committee Meetings, review of Selection Committee meeting minutes having details of the trainees, e-based and direct surveillance of the training programmes, consolidation of details of trained beneficiaries in the designated portal etc.
(ii) In addition to this, from time to time, provision of PMU team/Officials of Ministry of SJE visit the ongoing training site for inspection, Instant information on WhatsApp Groups for different activities, Monitoring of training programmes by setting up CCTVs and live streaming of the session are also carried out for monitoring the quality outcome. On the basis of surprise inspections undertaken by officials of the MoSJE/PMU, if the performance of the training institutes is found to be unsatisfactory, the Training Institutes will be asked to clarify the position. If the reply is unsatisfactory, the programmes will be cancelled.
According to PM-DAKSH Scheme guidelines, under Short Term Training programme, training institutes have to ensure that at least 70% of candidates receive employment either through wage employment or self-employment after completing their training. If this benchmark is not met, the third installment of the training cost (30%) is withheld. The three Corporations, National Scheduled Castes Finance & Development Corporation (NSFDC), National Backward Classes Finance & Development Corporation (NBCFDC) and National Safai Karamcharis Finance & Development Corporation (NSKFDC), extends loan facilities and assistance to the eligible youth of target group in setting up their projects by way of project preparation, training and financial assistance for employability and entrepreneurship after pursuing the vocational education & training courses.
Trainings are conducted across National Skill Qualification Framework (NSQF) compliance courses based on proposals submitted by empaneled training institutes, demand and considering factors like viable batch size, geographical conditions etc.
