Text of the Vice-President’s speech at the Jat Officers’ Social Forum (JOSF), Jaipur (excerpts)

Namaskar to all.

This organisation I can tell you is epicentre & nerve centre of big change to bring about in a rural landscape. Each one here is a catalyst of change and can bring about change. किसी भी पोजीशन में हो अगर हम conscience से काम करेंगे, पार्टीशन इंटरेस्ट से ऊपर उठकर काम करेंगे, देश और society को ध्यान में रखेंगे, I can tell you we will be serving our motherland.

मेरे लिए खुशी का ठिकाना नहीं रहा जब अचानक मुझे पता लगा कि चौधरी चरण सिंह जी को और डॉक्टर एम एस स्वामीनाथन को भारत रत्न दिया जा रहा है। Shri Charan Singh exemplified integrity, impeccable credentials and unimpeachable honesty. गरीब और किसान के लिए पूरा समर्थन, दूरदर्शी सोच और कभी भी उन्होंने नैतिक और मौलिक मूल्यों से समझौता नहीं किया।

मैंने राज्यसभा में कहा कि 1977 में जब वह हनुमानगढ़ और श्रीगंगानगर आए मैं चल कर गया मिलने मेरी राजनीति में कोई दिलचस्पी नहीं थी पर देखते ही अजीब फीलिंग होती थी इतने स्पष्ट वादी वह रहे और हर कालखंड में उन्होंने अपनी अमिट छाप छोड़ी है। 60 के दशक में देश में बड़ा राजनीतिक बदलाव आया उस बदलाव के मुख्य केंद्र में चरण सिंह जी रहे और उसके बाद 70 के दशक में बदलाव आया तो वह रहे। समझौता करते तो प्रधानमंत्री ज्यादा दिन रह सकते थे, पर नहीं किया।

We must participate in the bigger revolution that can be called the fourth Industrial Revolution. We must participate. As bureaucrats presented before me, you are icons in society. आपकी एक अलग हैसियत है. You are role models. आपने अपनी प्रतिभा को चमका कर यह स्थान हासिल किया है।

यह नैतिकता, this deep sense of propriety, morality is in our DNA. Examine the history, examine the contributions और पता लगेगा कि जहां राष्ट्रवाद की बात आती है, we are in the frontline. We have unflinching commitment to integrity and morality. यह हमारे ब्लड में है। हमारा उत्तरदायित्व है कि We must believe in a society and we must have cooperative stance with everyone. कुछ बातें आती है पीड़ा देती हैं, हमें उन्हें भूल जाना चाहिए। किसी का भला नहीं होता है। किसने क्या कह दिया? क्यों कह दिया? कैसे कह दिया? Let us not carry the baggage of bad cholesterol, let us move ahead.

We need some initiative. हमारे यहां टैलेंट की कोई कमी नहीं है, यह टैलेंट देश और दुनिया में छाया हुआ है। वह जहां भी है, पॉजिटिविटी के साथ कंट्रीब्यूट कर रहा है. We have rich faculty in education, we have rich faculty in science, we have rich faculty in technology.

India is changing as never before.  इस चेंज में, इस बहुत बड़े हवन में, केंद्रीय लीडरशिप का विज़न है, स्टेट लीडरशिप का विज़न है, प्रांत का विज़न है, हर व्यक्ति का योगदान है। किसान का है, मजदूर का है, गरीब का है और यही कारण है कि आज के दिन भारत ऊंचाइयों पर जा रहा है।

Why should farming community people not engage in marketing of agriculture produce? जो उनके घर में होता है इससे बहुत बड़ा employment मिलेगा. We need to inculcate the habit of value addition in agriculture produce. हमारे यहां दूध होता है, हम पनीर नहीं बनाते हैं, आइसक्रीम नहीं बनाते और लोग बनाते हैं। हमारे यहाँ सरसों होती है, हम तेल नहीं बनाते हैं, हमारे यहां गेहूं और राइस होता है, हम उसमें वैल्यू ऐड नहीं करते हैं। We are more equipped than others.

What I am indicating to all of you in brief is we must think out of the box. We must initiate our youngsters to think really big. Let them not be in a small group कि मैं तैयारी करता रहूंगा, तैयारी करता रहूंगा कंपटीशन की और नहीं हुआ तो उदास हो जाऊंगा और भी बहुत एवेन्यू हैं।

जब मैं गवर्नर बना और शपथ ली 30 जुलाई 2019 को तो मेरे मन में दो बातें थीं। एक कि मेरी आय थी, उसका एक छोटा अंश मुझे तनख्वाह के रूप में मिल रहा था- बहुत छोटा अंश। तो मेरा मन हुआ कि स्वीकार करें या नहीं करें? मैंने स्वीकार किया क्योंकि मेरे सामने आप लोग थे। आप लोग तनख्वाह पर देश की सेवा कर रहे हो. I have addressed number of probationers- IAS, IPS, Central Services, those who have come in Paramilitary Forces and Defence, I tell each one of them प्राइवेट सिस्टम में आप जाओगे आपको कई गुना तनख्वाह मिलेगी but you will not be able to serve your motherland the way you do here with integrity and commitment with passion and mission. वह रिजल्ट कैसे आएगी? क्योंकि किसी भी डेमोक्रेटिक गवर्नेंस के अंदर fiscal gain cannot be the determining factor कि मैं इतना पैसा कमा रहा हूं कि मैं सक्सेसफुल हूं. Success cannot be assessed in terms of physical gains. Success cannot be assessed in terms of political power that I am in the ruling party or opposition, success has to be assessed in terms –  Have I changed the life of the people? Have I motivated them?  Have I inspired them?

Be the part of the big change taking place in the world and India is heading that change. Our community must take the lead in generating bonhomie with others. We must come on the same platform… The idea is to serve Bharat so that it can reclaim its glory.

एक बार फिर हमारे लिए दिवाली से कम उत्सव नहीं है चौधरी चरण सिंह जी को भारत रत्न मिलना. It is one of the proudest moment of this country. It’s a matter of joy and rejoice by all of us, और मैं आपसे आग्रह करूंगा कि आप चरण सिंह जी की फिलॉसफी के ऊपर डिबेट और डिस्कशन करायें, मुझे बहुत से लोगों ने कहा है। और मैं तो दंग रह गया जब राज्यसभा में एक सदस्य ने कहा कि एक विदेशी व्यक्ति ने चरण सिंह जी के बारे में कहा कि – He is not intelligent, he is super intelligent.
