1. Present public interest petition has been filed seeking issuance of directions to Respondent no. 2 to constitute District Level Committee(s) and a State Level Committee, consisting of senior officers of Delhi Police, PWD, DDA and MCD to monitor maintenance and ensure continuity of working of Traffic Signals and Road Safety across Delhi. The Petitioner-Society also seeks direction to Respondent No. 1 to ensure that if any traffic signal remains non-functional for more than twenty four (24) hours, then either Traffic Personnel is deployed to guide, regulate and manage the said crossing or temporary hazard light at the Faulty Signal is erected, till the said Traffic Signal is functional.

2. Learned counsel for the Petitioner states that the Traffic Signal at the

main entry into Shahpur Jat Village/ Asiad Village has not been working since March, 2024. He states that on 09th April, 2024, the Petitioner-Society had made a written complaint regarding the faulty signal to the Special Commissioner of Police, Traffic, with a request to restore the functioning of the said signal immediately; however, no action has been taken on the same till date.

3. He states that the said signal is not working thereby causing huge risk to life and liberty of a large number of residents of the area. He states that on 14th April, 2024, the Petitioner-Society wrote to Hon’ble LG regarding the issue of non-functional Traffic signals across the National Capital and requested for issuance of appropriate directions.

Learned counsel for the respondents, who appears on advance notice, states that the Traffic Inspector, Signal Cell has confirmed that the signal J-73 installed at Shahpur Jat/ Khel Gaon Village intersection will be corrected by tomorrow i.e. 17th April, 2024 evening. The said statement is taken on record.

5. The writ petition is disposed of with a direction to the Hon’ble Lieutenant Governor to decide the petitioner’s representation dated 14th April, 2024 in accordance with law as expeditiously as possible. The rights and contentions of the parties are left open.
