1. Petitioner has filed the present Writ Petition for a direction to the Respondent No.3 to issue a first rank certificate for the Petitioner to participate in 46th State Shooting Competition, 2023; 42nd North Zone Shooting Competition 2023 and 42nd North Zone Shooting Competition, 2023.
2. Pending the Writ Petition, the Petitioner has filed the instant application with the following prayers:
�a). direct the respondent no.2 to allow the petitioner to participate in the upcoming 66th NSCC (2023) for AP 45 – .32 Bore Centre Fire Pistol (NR) 25M Jr. Men Indi. and AP 55 – .22 Bore Standard Pistol (NR) 25M Jr. Men Indi. will now start from 19th November 2023 to 9th December 2023.

b) Pass such any other or further order which this Hon ‘ble Court may deem fit and proper in the facts and circumstances of the case.�

The National Rifle Association of India/Respondent No.2 herein has brought on record the Match Book 2023 which lays down the eligibility criterion for the participants to participate in various championships/competitions. According to the said Match Book, for participating in All India G. V. Malvankar Shooting Championship or any Zonal Championships, or National Shooting Championships, the participant has to meet the following criteria:
�A Shooter is eligible to participate in AIGVMSC/ZONAL CHAMPIONSHIP/or any other competition recognized by NRAI only if he/she has achieved the following minimum qualifying score in the previous AIGVMSC, Zonal Championships, All KSS Inter School Shooting Championship (air weapon events only), Inter University, Inter College Competitions (conducted under the supervision of NRAI), in State Championship (Full course as per NRAI Match Book) conducted by the State or any other competition approved by the Governing Body of NRAI in those events in which he/she wishes to participate. Scores of such competitions must be filled at the time of sending entries for AIGVMSC/Zonal Championship/or any such state level competition conducted by the State (where the State announces the competition in their annual calendar and scores appear on the website of the State Association immediately on completion of the competition) or any other competition approved by the Governing Body of NRAI in those events in which he/she wishes to participate. Scores of such competitions must be filled at the time of sending entries for AIGVMSC/Zonal Championship/or any other competition recognized by NRAI Scores of special selection trials, conducted by affiliated units, for the shooters, who failed to achieve MQS in said competitions, shall not be considered. In case shooter

is not qualified in a particular event and adds his/her entry that event on the portal of NRAI, a penalty of Rs. 5000/- (plus GST, as applicable) shall be imposed on the shooter. The shooter will be allowed to participate in the competition only after payment of penalty amount.

1.4 MINIMUM QUALIFYING SCORES (NATIONAL RULES)

4. The Petitioner has not obtained the minimum qualifying scores as mandated by the Match Book in the events he intends to participate.
5. Similarly, for taking part in the National Championship, a shooter needs to obtain the following minimum qualifying score:

6. The Petitioner has not been able to get minimum qualifying score even for the National Championship. There is nothing on record to show that the Petitioner has got the qualifying scores in any of the Championship. In the absence of any material, the prayers made by the Petitioner in the present application cannot be answered in his favour.
7. Accordingly, the application is dismissed.
