PRADHAN MANTRI KAUSHAL VIKAS YOJANA

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is implemented by the Ministry of Skill Development and Entrepreneurship (MSDE), since 2015 for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. At present, the current version of the PMKVY i.e. PMKVY 4.0 is under implementation. The objective is to enhance the employability of youth by equipping them with industry-relevant skills.

Under the PMKVY, a total of 1.64 crore candidates have been trained/oriented across more than 35 sectors. A total of 3,15,014 candidates have been trained in construction, telecom, healthcare Sectors and Career and Education Counsellor job roles. The details are as under:

An evaluation conducted by the National Institution for Transforming India (NITI Aayog) in October, 2025, indicated that approximately 94% of surveyed employers expressed willingness to hire more candidates trained under PMKVY. The study also noted that 52% of candidates placed in employment or oriented under the RPL component reported receiving higher salaries or expecting improved earnings compared to uncertified peers. An independent evaluation of PMKVY 2.0 conducted by the Indian Institute of Public Administration (IIPA) found that about 70.5% of surveyed candidates were placed in their desired skill sector. Recently, a third-party evaluation of PMKVY 4.0 conducted by the ArunJaitley National Institute of Financial Management (AJNIFM) in 2025, observed that PMKVY training has contributed to a measurable shift in employment outcomes for STT candidates. Overall, 70% of the surveyed STT trainees acknowledged benefiting from PMKVY training in terms of either improved employability, technical skills, confidence, or soft skills. 79% of RPL candidates reported that they benefitted from the PMKVY 4.0 recognition and certification process.

Under the PMKVY, more than 8 lakh ST candidates have been trained/oriented as on 31.12.2025.

PMKVY 4.0 is the current version of the scheme under implementation from FY 2022-23 as a part of the Skill India Program. The training cost payable to training providers is determined in accordance with the common norms for skill development schemes, as revised from time to time by the Ministry of Skill Development and Entrepreneurship.
