First Meeting of the Informal Group of Ministers on Special Campaign 5.0 held under chairmanship of Shri Mansukh Madaviya, Minister for Youth Affairs & Sports, Labour & Employment and Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions

Shri Mansukh Mandaviya, Hon’ble Minister for Youth Affairs and Sports and Labour Employment chaired the 1st meeting of the informal Group of Ministers on 05.10.2025 on Special Campaign 5.0 for Institutionalising Swachhata and reducing pendency. The meeting was attended by Dr. Jitendra Singh ji, Hon’ble Minister of State for Personnel, PG and Pensions. Secretaries to Government of India from Department of Administrative Reforms and Public Grievances, Department of Youth Affairs, Department of Sports, Ministry of Civil Aviation and Director Generals of National Archives of India, Nehru Yuva Kendra and Sports Authority of India were in attendance at the meeting.

The Informal Group of Ministers expressed satisfaction at the progress achieved in the Preparatory Phase of the Special Campaign 5.0 from 15-30 September 2025. For the implementation phase of the Special Campaign 5.0 from 2-31 October 2025, the Informal Group of Ministers issued the following directions:

In his address, Union Minister of Health and Family Welfare, Dr. Mansukh Mandaviya, underscored the importance of behavioural change and youth participation in realizing the vision of “Swachh Bharat”. He suggested appointing student and youth ambassadors from across colleges and universities to spread awareness and motivate communities to maintain cleanliness and hygiene in their surroundings.

Dr Mandaviya supported the idea of leveraging corporate partnerships and MSME collaborations through NASSCOM to bring innovative waste management solutions, particularly in urban clusters, hotels, and government establishments.

Union Minister of State (Independent Charge) for Science & Technology; MoS PMO; Personnel, Public Grievances, and Pensions; Department of Atomic Energy and Department of Space, Dr. Jitendra Singh, called upon ministries and departments to transform the Government’s ongoing cleanliness initiative into a mass movement that combines public participation, innovation and private sector engagement.

Dr. Jitendra Singh emphasized the need to move beyond symbolic efforts and institutionalize cleanliness, space optimization, and record management as part of day-to-day governance. “We should integrate technology, community engagement, and private sector collaboration to ensure that the campaign sustains itself throughout the year,” he said.

He noted the integration of digital technologies and smart recycling models, such as automated waste segregation and electronic scrap management, across ministries and sections of society, which could not only improve operational efficiency but also generate new livelihood opportunities.

Dr. Jitendra Singh highlighted the importance of sharing best practices across ministries, suggesting that successful cleanliness models—from public spaces to educational campuses—be documented and disseminated nationally through a central repository. He also called for the identification of innovative initiatives such as electronic file disposal, smart waste reuse, and repurposing cleared government land to set new governance benchmarks.

The Minister observed that the involvement of youth and women could lend energy and creativity to the campaign.

Referring to the success of past editions, Dr. Jitendra Singh reiterated the Government’s commitment to sustaining this momentum under the leadership of Prime Minister Shri Narendra Modi and announced that innovative best practices emerging from the campaign would be shared with States, PSUs, and autonomous bodies.

  1. The Special Campaign 5.0 to be extended by adopting a holistic approach for Swachhata that will cover Local Bodies, Municipalities and State Government Institutions. Further the Special Campaign 5.0 activities will be deepened in all PSU’s, in addition to the Central Ministries/Departments and offices. The Campaign will be continued on a monthly basis with the expanded list of activities.
  2. Each Ministry and Department to provide 5 focus areas best practices activities to be undertaken under the Special Campaign 5.0 along with a calendar of implementation.
  3. Private Sector to be associated with the Special Campaign 5.0 for this, an outreach meeting with FICCI/CII/ASSOCHAM and NASSCOM to be held.
  4. As part of the holistic approach for Swachhata, “Youth Connect” programs by NSS and Youth voluntaries giving lectures on Swachhata in the campaign offices where the Swachhata Campaign 5.0 is to be pursued.
  5. Banners to be introduced at the Campaign sites where space has been freed indicating the alternate uses for which space has been developed.
  6. The Ministries/Departments to be further sensitized on disposal of e-waste through outreach meetings.
