DRUG SEIZURES
As per latest data published by National Crime Record Bureau (NCRB) pertaining to the year 2022; State-wise and year-wise details of seizures and number of cases registered under the Narcotic Drugs and Psychotropic Substances Act during 2018 to 2022 is at Annexure-I and II respectively.
Inquiry, findings and the action taken in seizure of huge quantities of drugs which involve international rackets are conducted by the respective Drug Law Enforcement Agencies. During the period 2020 to 2025 (upto May), NCB has registered 116 major cases wherein 109318 kgs of drugs have been seized. NCB has consistently focused on arresting suppliers, receivers and carriers. Besides, financial investigations are conducted in all major cases with the objective of dismantling the financial backbone of the drug trafficking networks. In case of repeat offenders, efforts are being made to ensure action under the provision of Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act (PITNDPS Act), 1988.
To assess and know the magnitude of the problem of substance use in the country, a comprehensive national level Survey on the ‘Magnitude of Substance Abuse in India’ was conducted by MoSJE through National Drug Dependence Treatment Center (NDDTC), AIIMS, New Delhi which was published in 2019. As per the Survey, the Prevalence (in %) and estimated number of adults and children who are currently users of various psychoactive substances is as under:

As part of its drive against drug smuggling to make India a drug free nation, Government is taking various measures, some of which are mentioned below: –
(i) The Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 provides strict measures and penalties to combat the illegal trafficking of narcotic drugs, psychotropic substances, and controlled substances. The Government has scheduled 134 narcotic drugs (under Section 2(xi)(b)), 173 psychotropic substances (under Section 3), and 45 controlled substances
(under Section 9A) to regulate or prohibit their use in the public interest while ensuring their availability for legitimate medical and scientific purposes.
(ii) Constituted a 4-tier Narco-Coordination Centre (NCORD) mechanism which enables coordination among Central and State agencies.
(iii) Anti-Narcotics Task Force (ANTF) has been established in all States/UTs, which also serves as NCORD secretariats for local enforcement.
(iv) A Joint Coordination Committee (JCC) has been set up under the Director General, Narcotics Control Bureau (NCB) to oversee significant drug seizure investigations.
(v) Border Guarding Forces and Railway Protection Force are empowered under the NDPS Act for enforcement at borders and rail routes.
(vi) NCB collaborates with other agencies like Navy, Coast Guard, Border Security Force, and State ANTFs to carry out joint anti-drug operations.
(vii) Electronic scanning of consignments at ports is being implemented to detect drugs.
(viii) NCB regularly trains officers of Drug Law Enforcement Agencies (DLEAs).
(ix) National Integrated Database on Arrested Narco-Offenders (NIDAAN) portal has been launched to support investigations and proactive policing.
(x) Madak-Padarth Nished Asoochna Kendra (MANAS)- A 24×7 toll-free helpline (1933) has been established to report drug-related issues via calls, SMS, chatbot, email, or web.
(xi) NCB holds high-level talks with neighboring countries like Myanmar, Iran, Bangladesh and other countries for active information exchange and investigative cooperation to combat international drug trafficking.
(xii) Launched Nasha Mukt Bharat Abhiyaan (NMBA) in all districts of the country through more than 10000 master volunteers. It has reached out to more-than 16.49 crore people including more-than 5.51 crore youth and 3.43 crore women.
(xiii) Government is providing financial assistance to 352 Integrated Rehabilitation Centers for Addicts (IRCAs), 46 Community based Peer Led Intervention (CPLI) Centers, 75 Outreach and Drop In Centers (ODICs), 148 Addiction Treatment Facilities (ATFs), 138 District De-addiction Centres (DDACs) across the country.
(xiv) A Toll-free Helpline No.14446 for de-addiction is operated for providing primary counseling and immediate assistance to persons seeking help.
(xv) Government through its autonomous body National Institute of Social Defense (NISD) and other collaborating agencies like State Counsel of Educational Research and Training (SCERT), Kendriya Vidyalaya Sangathan (KVS), etc. provides for regular awareness generation and sensitization sessions for all stakeholders including students, teachers, parents.
(xvi) MoUs have been signed with Spiritual organizations to support NMBA and conduct mass awareness activities.
