Central Monitoring Committee Meeting to Review the implementation of “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013’’
Minister of Social Justice and Empowerment Dr. Virendra Kumar, chaired the tenth meeting of the Central Monitoring Committee (CMC) on 22.08.2025 to review the implementation of the “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013” (MS Act, 2013);
The “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013”, an important Central Act, was enacted by the Parliament in September, 2013 and has come into force in December, 2013. It aims at complete elimination of the manual scavenging in its various manifestations and comprehensive rehabilitation of the identified manual scavengers. As per “The Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act, 2013 (MS Act, 2013)”, CMC is to monitor and advise the Central Government and State Government for effective implementation of this Act and related laws and programmes; co-ordinate the functions of all concerned agencies and look into any other matter incidental to or connected with implementation of this Act.
The meeting was attended by Shri Mithilesh Kumar, Hon’ble Member of Parliament (Rajya Sabha) and Members of CMC Shri Bhagwat Prasad Makwana, Smt. Anjna Panwar, Shri Ram Singh Balmiki, Ms. Abha Kumar, Shri Nand Jee Mishra, Shri R.M. Sriram & Shri Chaman Tulsyan. Secretary, DoSJE and Officers of States and UTs and representatives from the Central Ministries/ Departments/ Commissions also attended the meeting.
