Attainment of Universal Access to Healthcare

With the objective of attainment of universal access to equitable, affordable and quality health care services, the Ministry of Health & Family Welfare is implementing various schemes like the National Health Mission, PM-ABHIM and PMSSY. The Union Government provides technical and financial support to the States/UTs for improvement in health infrastructure, availability of adequate human resources to health facilities, to improve availability and accessibility to quality health care especially for the underserved and marginalized groups.

The details of SPIP Approval and Expenditure for the development of healthcare infrastructure in rural areas of the country under National Health Mission (NHM) during the FY 2022-23 and 2023-24, State/UT-wise are as under:

Note:

ECRP-I: The ‘India COVID-19 Emergency Response and Health System Preparedness Package-I’ (ECRP-I) of Rs.15,000 crore has been approved by the Cabinet on 22nd April 2020 with an objective to prevent, detect and respond to the threat posed by COVID-19. It is 100% centrally funded.

ECRP-II: The Cabinet has also approved the scheme, “India Covid-19 Emergency Response and Health Systems Preparedness Package-II” (ECRP-II) on 08th July 2021 for an amount of Rs.23,123 crore for the F.Y. 2021-22. The scheme aims to accelerate health system preparedness for immediate responsiveness for early prevention, detection and management of COVID-19, with the focus on health infrastructure development including for Pediatric Care and with measurable outcomes.

15th Finance Commission (FC-XV): The Fifteenth Finance Commission (FC-XV) has recommended grants through local governments for specific components of the health sector to the tune of Rs. 70,051 crores and the same have been accepted by the Union Government. These grants for health through Local Governments will be spread over the five-year period from FY 2021-22 to FY 2025-26 and will facilitate strengthening of health system at the grass-root level.

The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY): It aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country. The Scheme has two components, namely, (i) Setting up of All India Institute of Medical Sciences (AIIMS); and (ii) Up-gradation of existing Government Medical Colleges/Institutions (GMCIs). So far setting up of 22 New AIIMS and 75 projects of upgradation of GMCIs have been approved under the Scheme in various phases

Nursing College: Central Government augments the efforts of the State Governments by providing funds for the Upgradation of School of Nursing into College of Nursing under the Central Sector Scheme for Development of Nursing Services. Under the Centrally Sponsored Scheme (CSS) for “Establishment of new Medical College attached with existing district/referral hospital” 157 medical colleges have been approved. Establishment of 157 nursing colleges have been announced in the budget speech 2023-24 in these medical colleges.

Upgradation of existing State Government/Central Government medical colleges to increase

MBBS seats in the country: Under the Scheme, an amount of Rs. 171 crores have been released to the State Government till date for increasing 700 MBBS seats in 14 Medical Colleges.

The Union Minister of State for Health and Family Welfare, Dr Bharati Pravin Pawar stated this in a written reply in the Rajya Sabha today.
