Ministry of Textiles holds Regional Stakeholder Consultation on Integrated Programme for Textile Sector in Mumbai

The Ministry of Textiles kicked off a series of regional consultations, with the first consultation held in Mumbai following the announcements made by the Hon’ble Finance Minister in the Union Budget 2026–27 regarding the Integrated Programme for the Textile Sector. The programme aims to strengthen the labour-intensive textile sector through a comprehensive set of interventions focused on manufacturing expansion, fibre availability, employment generation and sustainability.

The consultation saw participation from senior officers of the Ministry of Textiles, Government of India, senior representatives from State Governments of Madhya Pradesh, Gujarat, Chhattisgarh, Goa, Maharashtra and Rajasthan, industry associations and cluster representatives, financial institutions, development partners and other stakeholders to deliberate on implementation strategies for key initiatives aimed at strengthening India’s textile ecosystem

Smt. Neelam Shami Rao, Secretary, Ministry of Textiles, in her remarks reiterated the Government’s commitment to strengthening the textile sector as a key driver of growth and employment. She emphasised the importance of building scale, improving productivity and positioning India as a reliable and credible global partner in textiles.

Shri Rohit Kansal, Additional Secretary, Ministry of Textiles, delivered the welcome and context-setting address and outlined the contours of the proposed Integrated Programme for the Textile Sector. He emphasised the importance of sustained dialogue between government and industry to translate policy intent into actionable outcomes and highlighted the need to align investments, infrastructure and policy support to enhance competitiveness and generate employment across the textile value chain.

The consultation featured parallel sessions on several key initiatives under the Integrated Programme for the Textile Sector including the National Fibre Scheme, the Textile Expansion and Employment (TEEM) Scheme, the National Handloom and Handicraft Programme, the Tex Eco Initiative, Samarth 2.0 and Mega Textile Parks. These initiatives highlight efforts to support the entire value chain from fibre to finished products.

The interactive discussion session witnessed proactive participation from stakeholders who shared inputs on programme design, financing mechanisms, technology adoption and cluster-level challenges. Participants emphasised the importance of enabling MSMEs, improving access to infrastructure and accelerating technology adoption to enhance competitiveness and sustainability in the sector.

The Regional Stakeholder Consultation forms part of the Ministry’s continued efforts to strengthen structured engagement with industry and State Governments and to advance a coordinated roadmap for the growth, sustainability and global competitiveness of India’s textile sector.
