Pradhan Mantri- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a Centrally Sponsored Scheme (CSS) with some Central Sector Components (CS) that has an outlay of Rs. 64,180 Crores for the scheme period (FY 2021-22 to FY 2025-26).
The scheme envisages a new generation of reforms to integrate and strengthen health service delivery and public health action including health research so that the communities are Atmanirbhar in managing such pandemics or health crisis. The measures under the scheme are aimed at strengthening health systems and institutions in order to provide a continuum of care at all levels, namely primary, secondary, and tertiary, as well as preparing health systems to respond effectively to current and future pandemics and disasters.
The objectives of PM-ABHIM are to strengthen public health infrastructure at the primary and secondary levels of care; enhance capacity for disease surveillance, diagnostics, and research for emerging and re-emerging diseases; and develop a resilient health system capable of responding effectively to public health emergencies.
The scope of PM-ABHIM includes strengthening public health systems in both rural and urban areas through investments in laboratories, critical care infrastructure, disease surveillance systems, and emergency response mechanisms. The scheme comprises Central Sector (CS) and Centrally Sponsored Scheme (CSS) components, under which support is provided to States/UTs for strengthening district- and block-level health infrastructure, as well as for the expansion of national institutions.
Under the CSS components of the scheme, following are the five activities where support is provisioned to the State/UTs during the scheme period (2021-2026):
Under CSS component of the scheme, administrative approvals have been accorded to the States/UTs under PM-ABHIM for 5 years period i.e. FY 2021-22 to FY 2025-26 for an amount of Rs.32,928.82 Crores for construction/ strengthening and establishment of 9519 Building- less SHC-AAMs, 5456 Urban-AAMs, 2151 BPHUs, 744 IPHLs and 621 CCBs at District Hospitals/ Govt. Medical College level.

During the implementation of PM-ABHIM, several bottlenecks were encountered by the States, including delays in the availability of adequate land, prolonged tendering and procurement processes, coordination challenges with project executing agencies, and inadequate pre-implementation readiness such as incomplete DPRs and pending approvals.
To address these challenges and ensure timely completion and effective utilisation of the health infrastructure created under the scheme, the Government has taken several measures. These include continuous monitoring and review of project progress by senior officials through regular meetings with States/UTs and implementing agencies; directing States/UTs to ensure land and site readiness for approved projects; and enhancing inter-departmental coordination through periodic reviews. Efforts have also been made to strengthen project management and implementation capacity at the State level through technical support and coordination with implementing agencies for expediting approvals of DPRs and necessary procurement clearances. In addition, technical guidance, standard designs, and operational guidelines have been provided to States/UTs for the timely implementation of infrastructure components, along with streamlining of fund release and utilisation mechanisms to facilitate the timely execution of approved projects.
The Union Minister of State for Health and Family Welfare, Shri Prataprao Jadhav stated this in a written reply in the Lok Sabha today.

- Construction of 17,788 Building less Sub-Centres as Ayushman Bharat- Health & Wellness centres, now known as Ayushman Arogya Mandir (AAM)
- Establishment of 11,024 Health & wellness Centres, now AAM in Urban areas with a focus on slum and slum like areas are envisioned
- Establishment of 3,382 Block Public Health Units (BPHUs) at the block level,
- Establishment of 730 District Integrated Public Health Labs in the country, wherein each district will have one such lab.
- Establishing 602 Critical Care Hospital Blocks in all districts with a population of more than 5 lakhs.
