UTILISATION OF GRANTS BY GRAM PANCHAYATS
The State-wise details of grants released under the Fifteenth Finance Commission to Rural Local Bodies (RLBs) of all the States, including Uttar Pradesh, during the last five years (FY 2020-21 to FY 2024-25) are given at Annexure-I.
As per the Operational Guidelines for implementation of 15th Finance Commission grants to Rural Local Bodies (RLBs) issued by the Department of Expenditure, Ministry of Finance vide letter dated 14.07.2021, grants are released to the States in two instalments in every financial year. States are required to submit a Grant Transfer Certificate, in the prescribed proforma, in respect of the previous instalment released to the State for considering the release of the next instalment. Submission of separate Utilization Certificate is not required in this matter.
In terms of Entry No. 5 of List-II (State List) of the 7th Schedule of Constitution of India, Panchayats, being local-government, are within the purview of the States. Accordingly, all matters relating to Panchayats come within the purview of State Governments and information related to inspections or performance reviews of Panchayats is not maintained centrally.
Ministry manages eGramSwaraj web portal (https://egramswaraj.gov.in) since April 2020, which integrates all financial functions of Panchayats—from planning to payment in respect of all States and UTs including the State of Uttar Pradesh. The progress data obtained from this system is displayed on the portal for concurrent monitoring at the State/UT, District, and Block levels. Ministry has also integrated eGramSwaraj with the Public Financial Management System (PFMS) for Panchayats, facilitating real-time digital payments to vendors and service providers. Additionally, the AuditOnline application was launched in April 2020 to enable online auditing of Panchayat accounts and their financial management. This tool facilitates the transparent utilisation of Central Finance Commission funds and enhances Panchayat-level financial oversight. The State-wise adoption status of eGramSwaraj for the XV Finance Commission for FY 2025-26 is given at Annexure-II and the State wise progress on Audit Online for the audit period 2023-24 and 2024-25 as on 05.03.2026 is given at Annexure-III and Annexure-IV respectively.
The Ministry has also been implementing a Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) with the major objective of Capacity Building & Training (CB&T) of Elected representatives, functionaries and other stakeholders of Panchayats across all States/UTs for improving overall Panchayat governance.
