Seva Sankalp Resolution – Department of Drinking Water and Sanitation

            In pursuance of the Cabinet Secretariat’s O.M. dated 25.02.2026, a meeting has been organized in DDWS on 02.03.2026 (Monday) under the Chairmanship of Shri Ashok K.K. Meena, Secretary, DDWS wherein Seva Sankalp Resolution was read and subsequently discussions were also held on the Resolution and methods to implement it.

            In the first meeting of the Union Cabinet held on 24.02.2026 at “Seva Teerth”, the Hon’ble Prime Minister articulated a renewed vision of governance founded on service, duty, and dedication to citizens. Through the adoption of the Seva Sankalp Resolution, the Cabinet reaffirmed that governance must be guided by constitutional values, transparency, accountability, and the spirit of “Nagrik Devo Bhava”, with the aim of simplifying the life of the last person. The Resolution calls upon all Ministries and Departments to internalise this service-oriented work culture, ensure prudent use of public resources, and translate intent into tangible outcomes. In alignment with this national resolve, the Department of Drinking Water and Sanitation adopts its Seva Sankalp to serve rural India with integrity, empathy, and accountability, with the following Resolution:

“We, the officials of the Department of Drinking Water and Sanitation, solemnly resolve to serve the nation with utmost dedication, integrity, and a deep sense of public responsibility. We commit ourselves to ensuring safe, reliable, and sustainable drinking water and sanitation services at the village and household levels, translating every policy, programme, and guideline into measurable and lasting outcomes on the ground. We shall ensure the prudent and judicious use of public resources so that every intervention delivers maximum value to the people we serve.

We pledge to strengthen the capacities of Gram Panchayats and reinforce accountability to the Gram Sabha, enabling local institutions to plan, implement, operate, and sustain drinking water and sanitation services effectively. For this purpose, we shall work in close collaboration with the Ministry of Panchayati Raj, State Governments, and other stakeholders, promoting convergence and community participation.

As we enter our offices each day, we commit to reflecting on how our daily work contributes to the well-being of society. Under the Jal Jeevan Mission, we shall work relentlessly towards providing safe, reliable, and sustainable drinking water services to every rural household. Complementing this, under Swachh Bharat Mission–Grameen, we shall promote cleanliness and sanitation as a daily practice at the grassroots, embedded in community behaviour, local governance, and collective ownership.

With transparency and accountability as guiding principles, we shall take every decision from the perspective of the last person standing, ensuring dignity, ease of living, and equitable access to drinking water and sanitation services for all through decentralised local governance in rural India.”
