Under Utilisation of Funds of PMMSY

(a): The central annual Budget Estimates and Revised Estimates are allocated scheme-wise for implementation of the approved schemes and not the Sate-wise. The year-wise details of Budget Estimates (BE) and Revised Estimates (RE) and Actual Expenditure (AE) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) during the last three financial years (2022-23 to 2024-25) are furnished below:

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during the last three financial years (2022-23 to 2024-25) has accorded approvals to the fisheries and aquaculture development proposals of various State Governments and Union Territories (UTs) at a total cost of Rs.13,924.23 crore with central share of Rs. 6415.84 crore under the Pradhan Mantri Matsya Sampada Yojana (PMMSY).  The central fund of Rs. 3622.54 crore has been released during the last three years (2022-23 to 2024-25) to the State Governments and UTs for implementation of various approved fisheries and aquaculture development projects under PMMSY. The Pradhan Mantri Matsya Sampada Yojana (PMSSY) is a Centrally Sponsored Scheme, where funds are provided by the Government of India on a matching share basis. The actual implementation of the scheme is the responsibility of the State Governments and their implementing agencies. The main reasons for under-utilisation of funds are as follows:

 

 State/UT-wise details of the proposals approved and central funds released during the last three financial years (2022-23 to 2024-25) under PMMSY are furnished at Annexure-I.

(b):      In order to bring more efficiency in cash management at both Centre and States levels, the Government of India has notified an alternative fund flow mechanism called SNA-SPARSH for releasing central funds to the State Governments on “Just-in-Time” basis under Centrally Sponsored Schemes (CSS) including the Pradhan Mantri Matsya Sampada Yojana (PMMSY). Under this new system of fund flow mechanism, a total 31 States and UTs have been on-boarded and out of this, 30 States/UTs have already implemented PMMSY through SNA-SPARSH mode by comply with SNA-SPARSH guidelines. The Department of Fisheries, Government of India has not received any request from Government of Delhi.

(c) and (d): The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India inter-alia encompasses inclusive development by providing higher financial assistance of 60 percent of the unit cost  for Scheduled Caste (SC) beneficiaries under beneficiary-oriented activities. During the last three financial years (2022-23 to 2024-25), a total 22 States and UTs have availed funds under Scheduled Caste Sub-Plan (SCSP) component of PMMSY for providing the benefits to Scheduled Caste (SC) beneficiaries under PMMSY.  State-wise details of central funds released under the Scheduled Caste Sub-Plan (SCSP) Component of PMMSY during the last three financial years (FY2022-23 to 2024-25) are furnished at Annexure-II.

This information was given by Shri Rajeev Ranjan Singh alias Lalan Singh, Minister of Fisheries, Animal Husbandry and Dairying, Government of India, in reply to a question asked in the Rajya-Sabha today.

  1. Delay in compliance of new guidelines on fund flow mechanism and readiness by the States:  The Department of Fisheries (DoF), Government of India, approves the Annual Action Plans of States and issues the Mother Sanction for release of funds as per Ministry of Finance guidelines. However, States can use the funds only as per their readiness and preparedness at the ground level.
  2. Delay in On-boarding on SNA–SPARSH:  Some States Governments took time to shift to the SNA–SPARSH system, including opening of accounts and completing required formalities. This delayed the release and use of funds.
  3. Unspent Balance of Previous Years: States are required to first utilise unspent central funds of earlier years before receiving fresh Central funds. Availability of such unspent balances has restricted new releases and resulted in lower utilisation.
  4. Slow Spending by States: Spending at the State level has been slow due to delays in selection of beneficiary, tendering, land issues, and execution of projects, especially infrastructure-related works.
  5. Delay in Providing State Share:  Since PMSSY works on a matching share basis, timely release of the State share is essential. In some cases, States could not release their share on time due to financial constraints, which affected utilisation of Central funds.
  6. Lack of viable Project Proposals: Some States did not submit enough financially and technically sound projects as per PMSSY guidelines. Weak project planning and limited technical capacity affected approvals and fund utilisation.
  7. Regular Monitoring by DoF, GoI: The Department of Fisheries, GoI, regularly reviews the physical and financial progress of the scheme through weekly Senior official Meeting (SoMs) and periodic regional review meetings (RRMs) with States/UTs. Despite close monitoring, actual utilisation depends on the pace of implementation of approved projects/activities by States.
