Pune : 4 November 2025
The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from November 1 to 30, 2025, under the Government’s vision of digitally empowering pensioners.

As part of the campaign, Shri Deepak Gupta, Under Secretary, DoPPW, visited DLC Camps in Nashik and Pune on November 3 and 4, respectively. During his visit, Shri Gupta interacted with pensioners availing the digital services. Officials from DoPPW, along with representatives from Bank of Maharashtra, Bank of Baroda, and India Post Payments Bank (IPPB), assisted pensioners in generating their DLCs using Face Authentication Technology and explained the process in detail.
On November 3, camps were held at Ghoti Post Office and Bank of Maharashtra, Igatpuri, which received an enthusiastic response and strong local participation. On November 4, similar camps were organized at Bajirao Road, Station Road, and IDC, Yerwada, Pune, to spread awareness about the initiative.

Adopting a saturation approach, the campaign covers over 2,000 cities and towns across India, enabling pensioners to submit their life certificates through multiple convenient digital modes.
Building on the success of previous editions, DLC Campaign 4.0 emphasizes the use of Aadhaar-based Face Authentication Technology, introduced in 2021. This innovation allows pensioners to generate their Digital Life Certificates from the comfort of their homes using a smartphone, eliminating the need for physical visits to banks or offices.
To ensure inclusivity, IPPB, under the Department of Posts, is providing doorstep DLC services for super-senior citizens and differently-abled pensioners. Meanwhile, banks, pensioners’ associations, and field offices are organizing awareness camps nationwide to guide pensioners through the digital submission process.

Shri Deepak Gupta stated that during DLC Campaign 3.0 (2024), over 1.62 crore Digital Life Certificates were successfully generated, including 50 lakh through Face Authentication. Encouraged by that success, the ongoing Campaign 4.0 is witnessing record participation, with a target of 2 crore DLCs expected to be achieved through the joint efforts of banks, IPPB, UIDAI, MeitY, CGDA, Railways, and Pensioners’ Welfare Associations.
