Commencement of Special Campaign 5.0: Department of Posts’ Continued Commitment to Good Governance

The Government of India launched Special Campaign 5.0, reaffirming its commitment towards ensuring cleanliness, transparency, and efficiency in governance. Department of Administrative Reforms and Public Grievances (DARPG) is the Nodal Agency for co-ordinating and steering the special campaign across the Ministries as in the previous four years. Building on the success of the previous editions, this year also, Department of Posts is committed to the successful accomplishment of goals set for Special Campaign 5.0. Guidelines formulated by DARPG for smooth conduct of Special Campaign 5.0 have already been circulated by Department of Posts amongst its 23 Circle Offices for cleanliness and disposal of pending matters from 2nd – 31st October, 2025.

During the same period, Special Campaign 4.0 was conducted last year also, which continued for each of the months subsequently from November 2024 to August 2025. During this phase, Department of Posts achieved all the goals set for the said campaign in the stipulated time and ensured that the culture of cleanliness would reach every nook and corner of its network instilling swachhata as a behavioral practice. Meghdoot Aushadh Vatika was created at Delhi Cantt Post Office
from a space which was covered with weeds.

Damaged furniture, an old bicycle, leftover jute and cotton ropes,
and postcards were used as materials to create ‘CHARKHA’.

Mahatma Gandhi (Collage), created using damaged furniture,
used file covers, and a damaged Dak Pad, and Mahatma Gandhi (Sketch),
created using damaged furniture and a used blue mail bag.

A Caribbean boat, obtained from the Andaman & Nicobar Islands, is used for the beautification of the lounge at Yogayog Bhawan. The stand is made from wood recycled from waste furniture.

Way forward

Building upon the achievements and best practices of the previous campaign, the forthcoming milestone will consolidate the gains of previous initiatives and emphasize sustainable models of cleanliness, waste management and public participation. The campaign seeks to strengthen institutional mechanisms, foster objective of saturation, institutionalization and internalization of the value system and create an enabling environment for long term behavioural change, thereby aligning with the vision of a cleaner and healthier nation. The Department is committed to making Special Campaign 5.0 successful.
