Ministry of Women and Child Development organises first of its kind National Consultation on Gender Budgeting
As part of its continued commitment to advancing gender-responsive governance in the spirit of Viksit Bharat@2047, the Ministry of Women and Child Development, Government of India, organized a National Consultation on Gender Budgeting at Vigyan Bhawan, New Delhi today. Senior Officers from 40 central Ministries/Departments and 19 States, Representatives of UN Women, Asian Development Bank and Experts from National level Institutes participated in the day-long consultation.
The consultation, first of its kind, was organized with the key objectives to deliberate on the measures to strengthen the gender budgeting processes across all sectors; and share initiatives and good practices on gender budgeting by the Central Ministries/Departments and States under their specific schemes.

The event was graced by the Union Minister of Women and Child Development, Smt. Annpurna Devi, who launched a web portal titled Gender Budgeting Knowledge Hub developed by the Ministry. The Hub is a digital repository of all information related to gender budgeting processes, intended for use by central and state government ministries/departments, as well as other stakeholders.
Addressing the gathering, the Union Minister said that under the visionary leadership of Prime Minister Shri Narendra Modi, gender budgeting has moved from being a fiscal exercise to becoming a strategic instrument for inclusive governance. Our government believes that when we invest in women, we are not merely allocating resources—we are shaping a more just, empowered, and Viksit Bharat. Today, women are no longer seen as beneficiaries, but as nation builders, innovators, and leaders steering India’s growth story. Gender budgeting is not just a policy tool—it is our collective commitment to ensuring that every rupee spent carries the promise of equity, dignity, and opportunity for all.
In her keynote address, the Minister further emphasized that the Gender Budgeting has been a core element of India’s development strategy since 2005–06. Initially introduced as a fiscal reporting mechanism, it has evolved into a key governance instrument for achieving gender equality and women empowerment. For the financial year 2025–26, the Gender Budget allocation of Rs. 4.49 lakh crore- a 37% increase over the previous year allocation- underscores government’s strong commitment to advancing gender equality through both policy and public finance.
She further highlighted that over the past 11 years, Gender Budget allocations have increased by four and half times – from Rs. 0.98 lakh crore in 2014-15 to Rs. 4.49 lakh crore in 2025-26.
The journey of ‘Twenty Years of Gender Budgeting in India: Achievements and Challenges’ was discussed during the National Consultation. Deliberation was also held on a draft Training Manual on Gender Budgeting, which has been developed by the Ministry as an important capacity-building tool and practical guide to understand various aspects of Gender Budgeting in India.
